Juan J. Spencer is an accomplished legal professional and business leader with nearly 30 years of experience in workers’ compensation and personal injury law. A proud Bay Area native, Mr. Spencer was born and raised in Vallejo and has called Oakland home since 1996.
Mr. Spencer’s introduction to the legal field was deeply personal. As a teenager, he sustained a workplace injury that prevented him from returning to his prior occupation. His experience as an injured worker navigating the complexities of the claims process—and ultimately seeking representation from respected Oakland attorney Anthony G. Ratto, Esq.—inspired his lifelong dedication to advocating for injured workers. In 1996, Mr. Ratto offered Mr. Spencer his first position in the legal profession, initiating a mentorship that guided his early career.
Mr. Spencer expanded his expertise at Kuvara Law Firm, where he worked on personal injury cases at both the pre-litigation and litigation stages. His responsibilities included managing property damage claims, conducting investigations, preparing case summations, drafting settlement proposals, and negotiating claims resolutions. He also began developing marketing and management skills under the guidance of prominent attorney Neal Kuvara.
In 2003, Mr. Spencer returned to Ratto Law Firm, where he managed all aspects of workers’ compensation cases. Over the next two decades, he gained extensive litigation experience, appearing before Workers’ Compensation Appeals Boards across Northern California. His appearances spanned depositions, mediations, arbitrations, settlement conferences, expedited hearings, and trials.
Beyond his casework, Mr. Spencer rose to the role of Chief Operating Officer at Ratto Law Firm, P.C. As COO, he directed firm operations, human resources, payroll, and marketing, successfully leading the organization for nearly 25 years.
In 2025, Mr. Spencer launched Spencer One, LLC, a consulting and marketing firm specializing in serving workers’ compensation and personal injury law practices. Drawing on his unique perspective as both a former injured worker and seasoned legal professional, he provides firms with strategic insights, operational guidance, and tailored marketing solutions to help them expand their reach and deliver greater value to their clients.
Community & Personal Interests
Mr. Spencer remains passionate about supporting injured workers and strengthening the legal community. Outside of his professional endeavors, he enjoys traveling, hiking, and spending quality time with family and friends.
